This broke the isolation in which the Cheka wanted to keep them, however, sometimes giving rise to drastic measures with which it might be restored. In April 1921, for instance, all socialist prisoners were transferred from Butyrki Prison to provincial prisons where the regimen was stricter. After some time, however, prison life invariably resumed its old course.

In September 1920, ten representatives of PSR organizations held a conference in Moscow. They declared in a resolution that there was no hope that the Bolshevik regime would eventually evolve along democratic lines. They ascertained 'the presence of a broad rebellious popular movement', and considered it therefore inevitable that the party would, at some time in the future, renew its armed struggle against the Bolshevik regime, this in view of the fact that, due in particular to that popular movement, the counter-revolution was in retreat.
